Ann M. Rhodes is a graduate of the College of Saint Teresa in Winona, Minnesota and received her Masters and law degrees from the University of Iowa. She has held a variety of positions at The University of Iowa, including Assistant to the Director of University of Iowa Hospitals and Clinics (legal counsel), Assistant Vice President for Finance and University Services, Vice President for University Relations, Associate Counsel, and Assistant to the Vice President for Health Sciences. She is currently Assistant to the Provost and HIPAA Privacy Officer and Associate Professor in the College of Nursing.

Rhodes has taught the law of intercollegiate athletics since 1995, drawing on her experience as the University of Iowa administrator responsible for overseeing the athletics departments between 1987 and 2000. In that role she supervised the athletic directors, oversaw budget preparation and management, worked to assure NCAA rules compliance, developed and supervised the substance abuse testing and treatment protocol, and oversaw facilities, personnel, contract, and related issues. Rhodes coordinated the initial NCAA Athletic Certification process and served as an external reviewer for the NCAA. Between 1987 and 1990 she advised the Big Ten presidents on broadcast contract issues.

Rhodes' scholarly work has focused on medical-legal issues, particularly those related to maternal and child health. Her current scholarship is directed toward privacy and information management.
